Mayor, trustees to seek re-election
March 5, 2004
Hayden Mayor Chuck Grobe will run uncontested for a third consecutive term, while three incumbents and a first-time candidate will vie for three seats on the Town Board in the April 6 municipal election.
Nomination petitions for the at-large election were due at 5 p.m. Friday.
All three incumbents whose seats will be available are seeking re-election. Ken Gibbon will seek his second consecutive four-year term, after being appointed for a two-year term in 1994; Lorraine Johnson will seek a second consecutive four-year term; and Richard “Festus” Hagins will seek a four-year term, after serving a previous two-year term and being elected mayor in 1996.
The only new candidate running for a Town Board seat is Hayden Recreation Board member Richard Bush. Bush said he is running because he wants to be more involved in the community.
“I thought it would be to my benefit to be inside the circle rather than outside,” Bush said. “I want to build a trail system through town. Everybody drives, and part of the reason for that is that there is nowhere to walk. Hayden needs more recreation in town, and I want to get after that.”
Bush said he also wants to improve communication between the School Board and Town Board.

This election will be the last time Grobe can run for mayor without a term break. Grobe said he wants to run again because he wants to “finish a lot of unfinished business.”
“We have a new town manager coming in, and I would like to give him a chance to get used to the town and make his transition time easier. There’s a lot on the plate for Hayden that we’re right in the middle of.”
Among the issues Grobe wants to stay involved in are a proposal for a large residential subdivision, The Villages at Hayden; construction at Yampa Valley Regional Airport; and concerns about the Hayden Station power plant, such as new proposals for buying water from the town and how coal will be delivered to the plant.
