Steamboat Springs — Misdemeanor criminal mischief charges have been dropped against a Hayden man, in connection with a Nov. 23 phone tampering incident.
Richard Walter Harper, 47, was arrested Nov. 27 after an investigation by the Routt County Sheriff’s Office, on suspicion of harassing another individual over the phone, shutting off a home phone line, and stealing a cell phone. The charges were dropped Dec. 5 due to lack of evidence connecting Harper to the crime.
