I completely agree that the ice castle will be an excellent and non-consumptive use of water this winter and a great attraction for the base area.
To defend the golf courses, the water they use is non-potable and more similar to the water that is used by ranchers to irrigate hay meadows. The golf courses also faced watering restrictions this summer and because they are educated in how much and when to apply the necessary water they waste MUCH less water than the consumers of the potable water pouring it on their own plots of turfgrass at all hours of the day.
