If one residence has repeated problems with noise, then the owner should face a stiff fine. This article makes it seem that once a rowdy renter moves on, and another one comes in, there isn't much the police can do. If a person or a property has a history of renting to problem guests, a heavy fine should be assessed to the owner to encourage the owner to be more responsible.

Rather than start all over and delay the whole project even more, is it possible to divide the project into 3 parts and allocate them among the bidders so that each bidder can do a portion? Wouldn't getting the ball rolling be better for the whole town?

What isn't clear is if the additional days must be bought up front or can be added as needed. I assume that they can be added as needed.
What is the current fine for parking violations and what percentage of an increase does this represent? Economic conditions for downtown retailers are not great now, so what is the wisdom in encouraging shoppers and diners to shorten their visits and hurry back to their cars to avoid a ticket?
It would be interesting to get an idea of the additional number of travellers arriving in Denver and coming to Steamboat by Alpine Taxi or by car. I am aware of two families of six ( total 12 people) who recently tried to make reservations to come to Steamboat next season and were amazed at the cost of flying directly into Steamboat. Both have opted to fly into Denver and rent a car. They are saving over a thousand dollars per family. I wonder how many other skiers are put off by the high cost of flying into Steamboat and just opt to ski elsewhere.
I have been aware that stores can track your purchase histories with these reward cards, but this is the first time I have heard that linking a card to a particular customer has a benefit to the customer! Interesting.
