I think the race could easily be less of an inconvenience to locals.
There is no good reason to shut down Lincoln the day before the race so they can start setting up. It might save the race organizers from pay a few hours of overtime to a few dozen employees, but the few dollars they save puts a far higher cost onto the community. They could start the Lincoln set up at 7pm instead 1 pm and not affect people the day before the race.
SB as a race finish and then a race start is affected more than other cities and having to cope with it for three days gets on people's nerves.
