There's plenty of inbounds terrain within the Steamboat permit area,and the backcountry options are plentiful for those who seek it. The backcountry options near the ski area are somewhat unique and very special in their current condition. It would be a poor decision to turn trees and powder into bump runs.Better to leave National Forest land in its natural state.
