Absolutely not. I love dogs (cats too) but don't like wondering if the dog approaching me is friendly or not. Also dogs running at me on my bike or running through my flowers is not right. What we need is more responsible dog owners who care for their pets, clean up after them and keep them on leashes. I'm all for owning a dog if you want (i have had plenty) and having lots of fun with them but not at the cost of invading others space.
Geez... Why would we need to relax a law no obeys.
I have some neighbors that believe my yard is the neighborhood poo yard. I have even seen people walking their dogs and letting them poo in my yard, and then scurry away(the people not the dogs).

we need a dog park: to run, socialize, swim, and poop (with poop bags of course)
