I'm struggling to think of a "silly" group in those non-profits facing cuts. The volunteer hours I've seen facilitated by the non-profits I've seen is like getting $30 on the $1.
Taking similar %'s from Parks and rec, the Chamber, the non-profits, x, and y seems the right appoach to me.
