Wendy DuBord, the deputy city manager of Steamboat Springs, will retire from her post Oct. 6. Projects DuBord has overseen in her nearly 19 years with the city include Howelsen Ice Arena, the Tennis Center at Steamboat Springs and the Steamboat Springs Community Center — leading to her reputation as the "backbone of the city."
