Jeff Nelson, of the city of Steamboat Springs' Parks, Open Space and Recreational Services Department, adds a second barrier to the entrance to the Howelsen Tunnel on the Yampa River Core Trail on Monday morning. The waters of the nearby river had inundated the tunnel nearly to its 7-foot ceiling.
