Two people charged with felony theft

Two former property managers of a Stagecoach subdivision are being charged with felony theft after an investigation indicated they may have stolen thousands of dollars from the homeowners’ association.

Cynthia Daley, 54, and Tommy Riebschlager, 51, are being charged with two counts of theft of $500 to $15,000, a Class 4 felony, Routt County Sheriff’s Office Detective Rachelle Redmond said.

Daley and Riebschlager were hired several years ago as property managers for the Wagon Wheel Homeowners’ Assoc–iation in Stagecoach and were in charge of maintaining the property and keeping accurate records of the costs of maintenance.

The homeowners’ association recently appointed new board members who asked to see the financial documents from the past few years, Undersheriff Dan Taylor said.

When board members noticed discrepencies between funding levels and the documents, they began to suspect misappropriation and notified the Routt County Sheriff’s Office.

Redmond has been investigating the case for more than a year.

“There are lots and lots of documents that she has been researching,” Taylor said.

Daley and Riebschlager are being charged with the theft of money between Jan. 1, 2001, and Oct. 4, 2004, according to court documents. Taylor did not release the exact amount of money that is under question, but he did say it was “substantial” and well more than the $500 minimum that defines the felony class in which they are being charged.

Because Daley and Rieb–schlager were issued a summons for their appearance in court, they never were arrested, Taylor said.

“A summons is typical in this type of crime,” he said.

Daley and Riebschlager are scheduled to appear in court at 3 p.m. July 12.
