Steamboat City Council adopts new evaluation form for city manager

Steamboat Springs — The Steamboat Springs City Council has adopted a new written evaluation form for its top employee.
Council members praised the new tool they will use to grade their city manager, saying it will strengthen the annual review process.
“It’s a good tool,” council member Walter Magill said about the new form when it was adopted last week. “We can do a much better job.”
The form was proposed by council member Tony Connell.
“I definitely think it’s best practice. I think it’s a good step forward,” Connell said.
The 10-page evaluation form will have council members grade the city manager on a number of criteria ranging from his or her ability to promote a strong sense of teamwork to his or her ability to be an effective leadership partner with the council.
Some council members have said at recent meetings that they want to get away from the current evaluation system the council has used for several years now that largely relies on verbal feedback in a closed session.
After the evaluation is completed each year, a summary of the review will be released to the public.
Current City Manager Deb Hinsvark agreed to the new evaluation form last week, and the council voted unanimously to adopt it.
Also last week, the council agreed that the annual review of the city manager should be held each year in October.
The most recent review of the city manager was done in March.
Council member Kenny Reisman said it was flawed to have asked two new council members to grade the city manager’s performance over a period of time when they were not yet on the council.
The council will use the new review form for the first time in October.
