Steamboat brothers accused of dealing heroin take deals

The two brothers accused of dealing heroin in Steamboat Springs have reached agreements with the Routt County District Attorney's Office.

Jordan Persons, 20, was charged with 11 felonies, and his brother Elijah Persons, 21, faced four felonies.

According to court documents, Jordan Persons pleaded guilty to distribution of heroin, a Class 3 felony, and two misdemeanor counts of possession of a controlled substance. He will be sentenced at 1 p.m. Aug. 16.

According to the plea agreement, Jordan Persons will be screened for the Correctional Alternative Placement Services program in Craig, where he will stay for six to 10 years. Once he completes his term in CAPS, he will serve a two-year sentence in Routt County Jail.

Routt County Chief Deputy District Attorney Rusty Prindle said the proposed sentence is significant.

"I think it sends a serious message to the public," Prindle said. "We can't tolerate it."

According to court documents, Elijah Persons pleaded guilty to attempting to distribute heroin, a Class 4 felony. The District Attorney's Office will not ask the judge to sentence Elijah Persons to prison but is leaving sentencing up to the judge, who could send him to Routt County Jail. He is scheduled to be sentenced at 4 p.m. July 19.

Police began their six-week investigation into the Personses using a confidential source previously arrested on drug-related charges by the Steamboat Springs Police Department. The source then began working with the All Crimes Enforcement Team drug task force.

He or she arranged the initial purchase of heroin that was under surveillance by ACET team members Jan. 22 outside a residence on Alpenglow Way. Stuart Hutton, an ACET team member and Steamboat Springs police officer, testified that Elijah Persons sold 2 grams of heroin for $200 to the confidential source.

Hutton then began doing the controlled buys himself while posing undercover as "Lee," a user who was interested in selling heroin in Craig. Hutton testified in court during a preliminary hearing that he bought 21 grams of heroin from Jordan Persons during the course of six undercover buys.

Hutton also said Jordan Persons went to Denver multiple times to buy heroin and bring it back for sale in Steamboat, according to a tracker placed on Jordan Persons' car.
