Project nearing end of planning

The Hayden Planning Commission on Thursday will review the final plat for the first filing of the Lake Village subdivision.

The first of four filings, it will include 85 single-family lots, a multifamily lot, lake and public park directly south of Sagewood.

West Routt Properties developers addressed all the conditions that accompanied the commission’s approval of the preliminary plat, Town Manager Russ Martin said.

The conditions included a plan showing a combination of concrete and soft-surface trails, an alleyway in part of the project and a two-lane “parkway” connecting the subdivision to Routt County Road 53.

The parkway originally was proposed as a four-lane road with a median, but the commission did not see immediate demand for a road that big, which would be maintained by the town. Instead, the commission directed developers to create an easement allowing expansion of the road in the future.

Approval of the filing is contingent on annexation of 25 acres between the subdivision and C.R. 53. The land, which developers are in the process of purchasing, will allow development of the parkway.

The town and landowner have reached an annexation agreement and the issue will come before the Hayden Town Board for final approval with the first filing of Lake Village, likely next week.

The entire Lake Village project eventually will include about 160 mostly single-family homes and a small industrial park with about 21 lots.

Developers plan to build stick-built homes on-site and also provide on site financing assistance for homebuyers.

The commission approved the preliminary plat for the first filing of the project because it is all that can be supported by the town’s water system. Subsequent filings will have to address water pressure, delivery and treatment issues, planning consultant Tim Katers said during the preliminary plat process.

Also Thursday, the Planning Commission will consider a design for a new, freestanding sign for Bear River Valley Co-op on Jefferson Avenue.

The proposed sign, about 100 square feet, stands about 33 feet high. Martin expects there will be discussion among commission members about the sign, which is “pretty basic” and doesn’t have many design features.

“It doesn’t generally meet our new comprehensive plan requirements,” Martin said, explaining that the town is trying to steer away from large, bold signs.

The Planning Commission has not yet finalized the chapter of the proposed land-use code referring to commercial signs.

The Planning Commission will meet at 7 p.m. Thursday at Hayden Town Hall.
