County officials encouraged by progress on noncompliant outfitters ranch

— Satisfied that Bill Terrill is on the path to pursuing building permits after the fact and a septic system permit for his remote outfitters ranch, Routt County commissioners voted unanimously Tuesday to delay any further action on his noncompliant status until Aug. 12.

“We’ve had nothing but good reports from (County Planner) Alan (Goldich) about how you’ve followed up with him,” Commission Chairman Tim Corrigan told Terrill.

The commissioners were contemplating filing a civil suit against the Craig man as of Feb. 10 because he constructed several buildings on his 160 acres without obtaining building permits and historically had operated guest facilities without the necessary special use permit.

Terrill said Monday he has ceased commercial operations as he offers his property for sale. He also has engaged building professionals to bring his property into compliance.

Perhaps the biggest obstacle Terrill faces is retroactively pursuing building permits, which will cost him double the usual fees, as well as reverse engineering the buildings. However, Jake’s Drafting owner Jake Henry assured the commissioners he could deliver permit applications to the Routt County Regional Building Department by Aug. 1 even if lingering snow prevents him from beginning the work until June 15.

“We’ve got to get as-builts (technical drawings of the buildings as they exist) on the structure, the foundation and the roof systems,” Henry told the commissioners. “I’ve got to get a pickup in there with transits, and it will probably take us about 30 days with a couple of interruptions, but we’ll have it on Aug. 1.”

Engineer Brian Len, of Northwest Colorado Consultants Inc., said he already had compiled the necessary information and submitted an application for Terrill’s septic system 20 minutes before the beginning of the meeting.

Technically, the vote by the commissioners this week was to delay pursuit of legal action until Aug. 12, but Commissioner Steve Ivancie said he isn’t inclined to sue Terrill.

“I’m not in favor of pursuing legal action as long as they are going down the road to getting the necessary permits,” he said, and addressing Terrill, Ivancie added, “You have acquired the services of two well-known professionals, and I think they will serve you well.”
