— The eight-month journey of Hahn’s Peak Roadhouse owners Carroll and Darren Zamzow through the county planning process resumes Thursday night when they bring to the Routt County Planning Commission their most detailed plan for expanding their North Routt business.

This time, some members of the Planning Commission will make a field trip to Hahn’s Peak to visit the Roadhouse and walk the site in advance of the evening meeting. The approval process has stretched out throughout months in part because of the applicants’ reticence to hire a draftsman to create precise site plans of the new facilities and to specify what games and sports they might offer in a new outdoor activities area.

Their application was tabled Feb. 7 by the Planning Commission for lack of detail and again March 7, when the revised plans arrived too late for planning staff and the Routt County Board of Commissioners to study it prior to an April 18 hearing.

The Zamzows purchased the former Steamboat Lake Outfitters near Steamboat Lake State Park in December 2011 and continued existing operations, including snowmobile tours and cabin rentals as well as operation of a restaurant and a convenience store with gas pumps. It wasn’t until a residential neighbor complained late in summer 2012 about noise from live bands performing late into the night that the county began to review the permit. The Zamzows’ permit, referred to as a PUD by planners, was in violation because it did not specifically permit live bands.

The commissioners agreed in October 2012 to allow the Roadhouse to continue to host a limited number of bands throughout winter 2012-13 in part as a test of their ability to mitigate the neighbor’s noise concerns. The Zamzows, in turn, set out to amend their PUD to allow them to host music and expand on the range of services and activities they offer to include things like a new 30-by-60 covered pavilion to host events for 75 people, moving two existing guest cabins from another guest ranch to the Roadhouse and parking with electrical hookups for six recreational vehicles.

Current plans call for a children’s playhouse and swing set, a volleyball court, three fire pits, an ice skating rink, a teepee and sleigh-ride dinners in the new outdoor activity area.

On Wednesday, Routt County Planning Department Director Chad Phillips said his office had not received any complaints about the Roadhouse all winter. He added that after consulting with planner Jake Rosenberg about the latest version of the plans, they agreed “the outdoor recreational uses, restaurant/bar, retail and lodging that the Roadhouse proposes with conditions (of approval) are within the scope of the original" permit.

Phillips said he’s come to recognize the Roadhouse as a commercial hub for the Hahn’s Peak community, and he interprets the ability of the owners and their staff to host live music all winter without a complaint as a favorable sign that they could achieve that same standard during summers. He cited their plans to enclose a porch, install swamp coolers to allow windows to remain closed during performances and build landscape berms to contain the noise of the music during the summer months.
