1:16 a.m. Steamboat Springs Police Department officers were called to a report of a man who refused to pay for a cab ride and then threatened the driver with a knife in the 2100 block of Resort Drive. A 20-year-old Steamboat man was arrested on suspicion of theft, menacing and possession of a dangerous weapon.
