Bill Dring: Give amendment time

If I were the U.S. Congress, I would pass a resolution asking the Justice Department to put a moratorium on enforcement of the federal Controlled Substance Act in Colorado and Washington for, say, five years. The resolution would require the states to keep very careful records of the effect of the newly passed marijuana laws.
If we knew the impact Amendment 64 will have on crime, employment, health (mental, physical, addiction), the black market, government budgets (increased revenue versus increased costs), then we could make an intelligent decision as to whether these new laws are a good idea.
