Anyone who drives under the influence of drugs or alcohol is an idiot and deserves whatever punishment they get. It doesn't look like the kid with the mj concentrate was driving. Some of the others in the report obviously were and yes that makes them an idiot.

"Marijuana concentrate" means hashish, tetrahydrocannabinols, or any alkaloid, salt, derivative, preparation, compound, or mixture, whether natural or synthesized, of tetrahydrocannabinols. Hmmmm
