NOTICE OF PUBLIC HEARING

TO WHOM IT MAY CONCERN and especially to the property owners and electors within the Mount Werner Water and Sanitation District, Routt County, CO (the "District"):

The Board of Directors of the District will consider and vote upon certain amendments to the Rules and Regulations of the District at its regular monthly meeting to be held at 8:00 o'clock A.M. on July 21, 2011, at the Mount Werner Water Filtration Plant, 3310 Clear Water Trail, Steamboat Springs, CO. The proposed amendments to be considered by the Board are to Appendix C of the existing Rules and Regulations, and, more particularly, are to increase the water volume charges following the recommendations of the District's rate consultant. Such amendments are necessary to maintain current service levels. All meetings of the Board are open to the public.

Proposed rate changes effective January 1, 2012

Residential water volume charges:

Tier 1 0 to 75 m3 per quarter per unit $0.28 per m3

Tier 2 75 to 420 m3 per quarter per unit $0.45 per m3

Tier 3 420+ m3 per quarter per unit $0.90 per m3

Residential irrigation/amenity meter $0.45 per m3

Commercial water volume charges: $0.42 per m3

Commercial irrigation/amenity meter $0.45 per m3

(Note: 1 m3 = 264.17 gallons)

The water base charge will remain at $21.84 per quarter
