Separate sealed BIDS for the construction of "YAMPA RIVER TRAIL - West Lincoln Park Improvements", will be received by the OWNER at the office of the OWNER, City of Steamboat Springs, P.O. Box 775088, 137 10th Street, Steamboat Springs, CO 80477, Attention: Anne Small until 2:00 P.M. prevailing time on Wednesday, August 17, 2011, and then at said location publicly opened and read aloud. Late bids and bids delivered to the wrong address will be returned to the bidder unopened.
The work includes construction of approximately 380 lineal feet of 10 ft. wide concrete trail, a 140 ft. span, 10 ft. wide pedestrian bridge, crusher fines trail transitions, and miscellaneous drainage and signage work.
The CONTRACT DOCUMENTS may be examined or obtained at the office of the OWNER and will be available beginning on August 1, 2011. There is no charge for the CONTRACT DOCUMENTS.
CONTRACT DOCUMENTS will be sent by the OWNER upon request. The OWNER will maintain a planholders' list.
A voluntary pre-bid conference will be held at 10:00 A.M. Tuesday, August 9, 2011, meeting at the City of Steamboat Springs, Centennial Hall, Crawford Room, 124 10th St., Steamboat Springs, CO and proceeding to the project site.
A BID BOND in the amount of 5 percent of the BID AMOUNT is required if the project amount is in excess of $50,000. PERFORMANCE and PAYMENT BONDS in the amount of 100 percent of the CONTRACT AMOUNT will be required if the project amount is in excess of $50,000.
The City of Steamboat Springs reserves the right to reject any and all bids and proposals and enter into a contract or issue a purchase order which, in its opinion, best serves the needs of the City of Steamboat Springs and its citizens.
Davis-Bacon wage requirements do not apply for this project. The On-The-Job, (OTJ) training contract goal for this project is zero. The Underutilized Disadvantage Business, (UDBE) goal is 4.35 percent. Bidders must be on the CDOT Prequalified Contractors List.
The CDOT Form 347, Certification of EEO Compliance, is no longer required to be submitted in the bid package. This form certified that the contractor/proposed subcontractors were in compliance with the Joint Reporting Committee EEO-1 from requirements. The EE0-1 Report must still be submitted to the Joint Reporting Committee if the contractors and subcontractors meet the eligibility requirements (29CFR 1602.7); we will, however, no longer require certification.
