— In an increasingly bitter race for the Routt County Sheriff’s Office, even parking has become an issue.

Routt County Manager Tom Sullivan has asked Sheriff Gary Wall to remove his pickup, with a large plywood campaign sign in the back, from the parking lot at the Routt County Sheriff’s Office to remove any perception that he is using county resources in his campaign against All Crimes Enforcement Team Cmdr. Gar­rett Wiggins.

Sullivan, in an Oct. 5 e-mail to Wall, told him the Routt County Board of Commissioners would like the truck to be removed the next day. It still was parked in the same location, along the edge of the parking lot facing U.S. Highway 40, on Friday night, more than a week later.

Sullivan wrote that it does not appear to be a violation of the Fair Campaign Practices Act, but “commissioners feel that it is being perceived by the public as an abuse of county resources.”

Wall said there was no reason for people to think he was using county resources.

“I’m not using county resources,” he said. “I’m entitled to park my truck wherever anybody else can park their truck. I mean, it’s a public parking lot.”

Sullivan’s e-mail suggested pos­sible recourse if Wall didn’t move the vehicle.

“If the truck remains in its current location, Garrett Wiggins … will be notified that he also has the option of parking a vehicle in the same area with his campaign sign on it,” the e-mail said.

Wiggins said Friday that he does not intend to take advantage of that offer.

Sullivan said Friday that he thought the parking location seemed reasonable if Wall was driving the truck to and from work every day, but that’s not the case.

“It shouldn’t be left there 24 hours a day like it has been,” he said.

Wall denies that he’s done anything wrong. He said after he got the e-mail, he started parking the truck in a regular parking spot and driving it to work every day.

“I drove my truck to work and parked it where he told me to park it,” Wall said.

He also denied that he acted improperly.

“I haven’t done anything wrong. You don’t contact someone unless they’ve done something wrong,” he said.

Sullivan also told Wall in the e-mail that he had reports of Wall’s decals stuck on Sheriff’s Office vehicles. Sullivan said he did not confirm the allegations before sending the e-mail to Wall, but he has not seen the decals since then.

Wall spoke from a Denver-area hospital Friday, where he was being treated for bleeding in his brain.

Sullivan said he spoke to the commissioners and sent the e-mail after hearing complaints from residents.

Rich Coolidge, spokesman for the Colorado Secretary of State’s Office, said the sign would be treated something like a bumper sticker. Campaign law violations are investigated when complaints are made, he said.

Sullivan said the only possible violations of campaign law would come if Wall, or any other candidate, were to drive a vehicle with stickers or signs within 100 feet of a polling place.

Wall said he would comply if the rules changed.

“If the commissioners want to pass a resolution banning political signs from county property, let them do that, and I will comply with anything they do that is lawful.”

This article shows that Mr. Wall is still unwilling to work with the other government agencys in Routt County. He doesn't want to resolve, even minor, issues peacefully!

So political signs are not banned from county property? I would suggest that Wiggins put up a sign on county property, right in front of Wall's truck. See how that flies.

.Id say a person has the right to run his campaign without the county commissoners racking up harrassing ideas,maybe they should have contacted the regulation rules,before they made fools of themselves by bothering someone that has bleeding on the brain at the moment.Who ever I vote for doesnt matter,please feel better Gary Wall,your truck is not bothering anyone but the commissioners and county manager.Dont falsley accuse a candidate in public right before an election.An apology in order?

Sun, The county commisioners did not make fools of themselves! Wall has been accused of using county property for financial gain in the past and the commissioners were trying to prevent this. There was no harrassment - just a request. The request was made October 5, 2010 via email. Wall was flown to Denver over a week latter! Wall failed to be honest as to why he had to go to Denver. An appology from the commisioners is not necessary!

If Wall's truck has to be moved (it's his personal vehicle, right?) then all election signs should be removed from ALL public property. This would include the roadside easement between everyone's property lines and the pavement on public roads.

By the way, does Wiggins drive to election events in an ACET vehicle? Does he do any personal business while using an ACET vehicle?

Evelyn, This goes to show how one sided your opinion and view of Wall is. If the headline said "Wall saves baby". You would say it just goes to show you that Wall will do anything to look good. No matter what the story you claim Wall is wrong. The county commisioners need to apologize. They look ridiculous as do you. T

The county Manager has no say in what goes on a private vehicle, or where that vehicle may be parked in the course of a person's daily work. I seriously fear for our county if Wiggins gets elected, and what we have to look forward to in the actions of the sheriff's office. I personally don't want some Sheriff who can't even spell "Civil Rights" in charge of seeing that ine are protected in my county. We have seen how he manages the "us versus them" mentality so prevalent in some law enforcement circles with his mishandling of the ACET issues under his reign there. No thanks, and Sheriff Wall should be able to park his personal vehicle wherever it is legal to do so.

BillyD, My opinion about Wall is based on his lack of professionalism and accountability. Why do the county commisioners need to appologize for asking some one not to leave a vehicle permanetly parked in a public parking area? Are you the real "BillyD" that likes to run the rivers?

zorro, It is not legal to leave a private vehicle parked indefinitely in a public parking lot. It will be taged and towed. You also can't leave a vehicle parked along the side of a road for an indefinite time. Wiggins will be a vast improvement over Wall. He is able to communicate and work with other agencies. Hopefully this will end all of these ridiculous legal fees that Wall has accumulated for the tax payers!
It's one thing to mispell the words "civil rights" and another to violate the constitutional and civil rights of people ,as Wall did!

For what it is worth, inmates at the Routt County jail are going to vote from within that building. I know that it is not an official polling place, but for those incarcerated there who have not lost the right to do so, they will be allowed to cast their ballots from within the jail.

I think the biggest confusion is that most people don't know if that truck belongs to the Sheriff, or to the county, and this article clears that up.

I haven't commented on the sheriff candidates, and don't intend to.

But it makes me uncomfortable when our newspaper finds it fitting to apply headline after headline to one candidate in an election.

I know Wall has provided plenty of ammo for the headlines, but the Pilot should constrain itself. This story was unnecessary and irrelevant, yet it will affect an election. That is wrong.

I agree with lewi that it appears the Pilot is just trying to force one-sided stories now. This story is a NON story, and Wall's health is NOBODY'S business(funny to hear me say that).

No matter what our views, why couldn't someone move the dang truck for the family that is having a tough go? Come on. let it go or have someone move it. It isn't that big of an issue. BRENT- CHALLENGE!!!! Find an topic that irks all of us on a different topic already. I am sure you can. Find something of real interest besides this stupid sherriff thing and your employees drinking. How about an article about the young man who lost his life for lack of wearing a seatbelt? Use the space to inform and educate and maybe save someones life. While I appreciate the liberal use of free speech, in any given circumstance, make the paper noteworthy with topics of interest? Has anyone seen a single bit of news that wasn't on FOX about the miners in Chili?....The big hurricaine getting ready to hit maybe China the earthquake in Ok and such?? (New Madrid baby.....) OH!!! I know!! How about the news recently that said that a past Surgeon General supports the use of MMJ? Now that should generate some thoughts... Locally, was that poor womans back porch fixed? You know the one who got the paint and all??? I read that it was a safety issue, did she get the hammer and nails and help she needed? All I ever read about wa the paint...ING.

Why would the Pilot be supporting Wiggins if they are also pro-pot? Makes no sense if he is the anti-drug candidate, etc.

Unless a vote for Wiggins is really a vote for the guy who will let pot use slide in Routt County.

Is Wall actually tougher on pot than Wiggins? Is this the source of the anti-Wall press?

As for the Pilot blasting the story of their own DUI-arrested reporter across the headlines, maybe they should be pushing him as a write-in for Sheriff? It didn't seem to hurt the last guy as far as I can see.
