Education tax use
I think Dr. D's on track here. He doesn't seem to be questioning the process of how the money is given out, just wanting to know if the programs that were funded had positive student outcomes. This data can help the Ed Fund Board and the School Board know better where to distribute the money in the future. Otherwise, you are making investments without any information on the return and then continuing to make new investments, not having learned anything.
