Steamboat Springs Eleven people have applied to be Steamboat Springs' next city manager, although recruitment efforts for the position have yet to begin in earnest.
With the caveat that developments in the national economy may affect applicants' interest in the position, Phil McKenney, of executive search firm Peckham & McKenney, described the early interest as a great sign. McKenney participated by conference call Wednesday in a meeting with the City Manager Search Committee, a citizens group assisting the Steamboat Springs City Council. The first order of business at the meeting was to refine a schedule for interviewing city manager candidates so that McKenney can more formally begin the search process by circulating a glossy "position profile" that will market Steamboat to potential candidates and also provide a detailed job description.
The deadline for applications is Nov. 10, McKenney said. Later that month, after preliminary screenings by McKenney, City Council will further reduce the applicant pool from about 12 candidates to about six. Those candidates will be interviewed in mid-December, and three or four will be invited back as finalists to be interviewed by City Council in early January.
The final interviews may be conducted in public session. Councilwoman Cari Hermacinski has pushed hard for open interviews of the finalists. Fellow council members met the idea with a cool response when Hermacinski first presented it. But at a meeting last month, the search committee joined City Attorney Tony Lettunich's opinion that the finalist interviews be conducted in public session. Lettunich told the group he was not comfortable with an alternate opinion held by some attorneys that finalist interviews can be conducted in secret under an exception to Colorado's open meetings laws that allows secret sessions for matters relating to personnel.
Former City Manager Alan Lanning reached a severance agreement with the City Council in July. Deputy City Manager Wendy DuBord is serving as the acting city manager.
