Animal power accidents
After $1 million in damage, what animal deterrent could be cost prohibitive? A large net over the substation would solve the bird problem and an additional electric fence around it would solve the walking critter problem. Just my two cents.

Static situation
If the answer was that simple, it would have been done already. Dealing with that kind of electricity is pretty technical because of the charges, and the way the electricity works. Even the grounding on the perimeter fence is pretty technical, just to counteract the static electricity created.
