"An accident involving two vehicles was reported at Eighth and Yampa streets. . .The accident was referred to the Colorado State Patrol." Isn't this within city limits? Why was it referred to the CSP?

An elderly man stole creamer and someone called the cops? Gosh, he's probably a big, bad criminal. It's really important to get him off the streets, isn't it? As someone who has worked in restaurants, I've seen lots of people take small things-creamers, sugars, jelly, and such. Never did I call the police over such a small thing.
