If we see an item outside that we like can we just take it and then IF we get caught we say we thought it was free and return it, no questions asked? Does this also work for department stores that put things outside?

In the person's defense, now is the time when a lot of people are leaving things out on curbs with "Free" signs on them. I've seen a few things just in my neighborhood. Of course, if the mower didn't have a sign saying it was free to take...

Instead of waiting for "affordable housing" just put a free sign on the empty one of your choice and move in.
