"concerned that a group of teens was going to get run over by an 18-wheeler as it backed out because they were loitering".... sounds like an excuse to call the cops on teens that she thought were loitering, most teens will move out of the way for a moving 18 wheeler! Teens can't even stand around and talk anymore, more than two is a crowd and standing around talking is loitering... some people really need to mind their own business.
