The Yampa Valley Housing Authority tonight will share its goals with the Routt County Board of Commissioners and the Steamboat Springs City Council.

The two entities, which formed the Housing Authority in 2003, will review the Housing Authority's draft strategic plan. The draft was released in late April.

When: Executive session starts at 4 p.m.; public hearings begin at 5 p.m.

By state statute, multi-jurisdictional housing authorities are required to develop, review, update and implement a plan focused on the management and operation of housing projects and programs.

The Housing Authority's main goals are: ensuring the financial stability of the Housing Authority, land acquisition, project development, housing assistance programs, mobile homes and local government assistance.

The three groups will discuss administration of the inclusionary zoning ordinance that the council approved this year. The ordinance requires developers in most parts of the city to include at least 15 percent affordable residential units in future development plans.

It has been unclear whether the ordinance would be administered by the Housing Authority or by city staff. Authority board members have said that extra staff -- and therefore extra funding -- would be required if the Housing Authority is to carry out the ordinance.

In other business, the council will:

n Hear a presentation from architects Andrews & Anderson about the community center. The council has promised to build a new center because the Steamboat Springs Community Center will be torn down. City staff is recommending that the council select the site for the community center. Three sites have been identified: the George P. Sauer Human Services Center, Memorial Park and the Stock Bridge Transit Center.

n Discuss with county commissioners the advertisement policies for the appointment of Yampa Valley Housing Authority and Yampa Valley Airport Commission members. Recently, the council and the commissioners disagreed about the appointment of an authority member because of an issue about advertising the position.

n Hear a request for $50,000 for the regional aviation radar project.

n Hear a 90-minute presentation about the Steamboat Springs Water Commission.
