Forest Service warning recreation-rule violators
The U.S. Forest Service has begun issuing warning tickets to people violating new winter recreation rules in the Rabbit Ears Pass and Buffalo Pass user areas.
The new rules include updated motorized and nonmotorized areas on Rabbit Ears Pass, overnight parking restrictions for all areas except the Muddy Creek Trailhead, required permits for using the Buffalo Pass area, trail restrictions on Buffalo Pass and special permits for all over-the-snow vehicles wider than 50 inches.
Failure to follow the rules can result in fines of as much as $5,000, six months in jail and a loss of privileges to use the recreation areas.
"Mostly, we are just talking to people, informing them that there are new rules and answering their questions," said Rachel Franchina, a recreation manager with the Forest Service. "During this first year of implementing the new regulations, we are focusing more on education than enforcement, although we are issuing citations when warranted."
