The South Routt Community Center, along with the town of Oak Creek, plans to apply for a grant to provide an access road to the second level of the Community Center.
Oak Creek Mayor Kathy "Cargo" Rodeman told the Town Board on Thursday night that she had written a grant application that will be considered by the Community Center Board of Directors on Wednesday before it is submitted to the Colorado Energy and Mineral Impact Assistance Program.
The project involves constructing a one-way, asphalt road that would provide year-round handicap access and parking for the second floor of the Community Center.
The project cost is estimated at $94,000. A grant of about $70,000 is being requested from the Energy Impact program. The Community Center also is requesting $15,000 from Routt County and about $3,000 from the Yampa Valley Community Foundation, and could provide $5,300 of its own funds.
Now, Rodeman said, the second floor is accessible only by steps inside. There is a long ramp outside that is steep in parts and impossible to use in the winter, she said.
Such access is crucial to "safety and efficiency" for the many groups that use the building, she said.
That could be especially important to clients of the Routt County Council on Aging's nutrition program, Rodeman said.
"Anyone in a wheelchair, or even a walker ... isn't going to want to attend," she said about the senior meals at the center. "It's just too difficult for them to get there."
The town of Oak Creek has donated Rodeman's time as the town grant writer to the project, and also is applying for the grant with the Community Center Board.
Energy Impact grants are awarded by the Colorado Department of Local Affairs, which is in charge of the granting program.
Also at Thursday's meeting, the Town Board decided to open up bids on a 0.07-acre lot it owns after Stephen Moore and Sheila Henderson offered to buy the lot for $7,500.
The Town Board decided that price was an acceptable one if no other bids were received. However, anyone interested can bid on the property in the next two weeks. If other bids are received, the Town Board will proceed with a closed bidding process and will accept closed bids until its next meeting.
Moore, of Steamboat Engineering and Architectural Design, said he and Henderson recently purchased neighboring parcels to lot 23, and if they can purchase lot 23, they plan to divide the area into three buildable lots for single-family homes.
