Board to look at industrial subdivision


The Hayden Planning Commission on Thursday will see a sketch plan for a commercial/industrial subdivision that eventually could include a hotel and home center.

The subdivision, called the X-West Commerce Center, is proposed on about 40 acres west of Wagner Equipment on West Jefferson Avenue.

Part of the project is within town limits. The Hayden Town Board last week accepted a petition starting the annexation approval process for about 36 acres of the property.

Annexation approval must occur before the final platting and zoning.

The Planning Commission last year approved a site plan for a project called the West Minster Hotel on part of the land, but that approval has lapsed and is no longer valid.

A Quality Suites hotel and home center with hardware, lumber and household goods are proposed for two of the six lots in the X-West proposal.

However, with a new land-use code, the town will enter a different review process. The sketch, preliminary and final plats will involve only lots, rights-of-way and easements.

Building designs and land improvements in commercial- and industrial-zoned areas will be addressed in the site plan process.

"You're not judging whether or not you want a hotel there," planning consultant Tim Katers said about the platting process. "You're judging whether someone is creating lots where something can happen."

The Planning Commission will consider five criteria at the sketch plan stage, including whether the project conforms to land use goals in the town's comprehensive plan.

"Much of the Comprehensive Plan effort was focused on the development of commercial and light-industrial land uses in the Hayden community," he said in his report. "This proposal meets those goals by providing auto-oriented commercial developments."

However, Katers said he is against re-zoning one lot from light-industrial to heavy-industrial -- presumably for a lumberyard. The applicants instead should apply for a conditional-use permit.

Katers recommended the Planning Commission approve the sketch plan with that and other conditions.

The Planning Commission meets at 7 p.m. at Hayden Town Hall.
