Landscape upsets property owners


Earlier this week, a bulldozer began spreading the piles of dirt left behind from the realignment of Third Street, Poplar Street and Breeze Basin Boulevard. To many, this was an aesthetic relief. To others, it was not.

The property's owner, Dave Girty, and its previous owner, Pat Holderness, do not approve of putting 6 inches of topsoil over the 3 feet of gravel that was the old roadbed of Poplar Street.

"Just putting top soil there will not work," Holderness said. "Maybe grass will grow, but it won't work for anything else."

She and Girty said they should have been "in the loop" with the final design of the land around the intersection, but particularly Girty, whose driveway was changed completely with the intersection realignment.

"The only way I found out anything was by imposing myself on the town," Girty said.

Trustee Richard Bush suggested the town wait to look at alternatives other than putting topsoil over the gravel, but Town Manager Russ Martin said doing that would cost the town more money.

In other business:

n Meter Solutions of Providence, Utah, was awarded a bid to replace 600 old water meters with new radio-read meters at $31 per meter in a time frame of about two weeks. The town is paying for the nearly $240,000 meter-replacement project with the help of a $165,000 grant from the Energy and Mineral Impact Assistance Fund.

n A special-event permit was granted to close half of South Walnut Street for the second annual Walnut Street Flea Market. Lana McFadden, who helped organize the event last year, asked that the entire section of South Walnut Street be blocked off, but the Town Board agreed to do it only if the owner of the Food Mill consented to giving up the restaurant's parking spaces along the street.

McFadden reported that the flea market increased business at the Food Mill by nearly 80 percent the day of the event last year. Also, the Walnut Street Flea Market produced $14,200 through booths and private garage sales that advertised through a map given out at the Flea Market.

Hayden Economic Development Commission Vice President Don Johnson accused McFadden of profiting from the event despite McFadden's detailed account of profits last year, which she said failed to exceed the costs of hosting the event.

n Yampa Valley Auto Racing President Justin Gallegos gave his annual report on the Hayden Speedway. He said the speedway averaged between 500 and 700 visitors per race last year, more than any other speedway in the region. Also, several improvements have been made to the speedway in the past year, he said.

n The Town Board agreed to begin advertising for two alternate members to the Hayden Planning Commission, in the event one or more members are absent, so that a quorum always may be attained.

n Trustee Tim Frentress was appointed as Hayden's representative on the Yampa Valley Economic Development Committee. Frentress also serves as the trustee liaison to the Hayden Economic Development Commission.

n Trustee Richard Bush was appointed as the trustee liaison for the Hayden Recreation Board.
