The financial viability of a performance-based pay system for Steamboat Springs School District teachers is the subject of a special School Board meeting Monday.
Auditor Doug Rose recently completed his financial analysis of the district's proposed Knowledge and Skills-Based Pay system for teachers and support staff. He will present the results of that analysis to the School Board at a special 6:30 p.m. meeting Monday.
Rose was hired by the district in January to conduct the analysis, which Superintendent Donna Howell said the School Board wanted to determine if KSBP is affordable over time.
"That's the bottom line -- the financial impact," Howell said.
Howell said she has seen a draft of Rose's audit but wouldn't comment on its specifics or its impact on the future of KSBP.
A committee of teachers and administrators has spent the past couple of years developing the KSBP system, which uses teacher observations, self-reflections and other tools to evaluate district employees on a number of standards. The result of the evaluation determines where a teacher is placed on the KSBP pay schedule.
The evaluation system is intended to reward and retain quality teachers by allowing them to earn money based on their performance in the classroom. Traditional teacher pay schedules award educators for longevity.
The KSBP committee has worked under the impression that the pay system would be affordable for the district, said committee member and high school teacher Mike Smith. But a struggling economy and two consecutive years of district budget cuts could affect the affordability.
Rose, who did a financial analysis of Denver Public Schools' recently approved performance-based pay plan, was brought into the district earlier this year and has met with KSBP committee members, Finance Director Dale Mellor, School Board members and others, Howell said.
"He has the right understanding of the plan," Howell said. She also stressed that the audit is based upon assumptions for the future.
Smith, who also is a Steamboat Springs Education Association director, said he received a copy of Rose's audit Thursday afternoon but couldn't comment on its specifics until he read the report and heard Rose's presentation Monday.
