Town could force enclave annexation

A proposed annexation of recreational land south of town could now surround many properties near the town limits of Hayden.

The Hayden Planning Commission discussed expanding the approximately 50-acre annexation of the Routt County Fairgrounds and land for Dry Creek Park at its meeting a month ago and again last week. The expanded annexation, which would include a portion of Poplar Street, would create an enclave of properties surrounded, or partially surrounded, by town boundaries.

Of 12 property owners in question, only four initially said they wanted to be annexed. But at the Thursday meeting, the Planning Commission discovered that the annexation of those four properties would create a situation in which the remaining properties would be an island of county property, surrounded completely by town land

While landowners usually must consent to have their property annexed, property in an enclave can be annexed after three years without consent.

On Thursday, Planning Commission directed surveyor Gordon Dowling to draw detailed maps indicating acreage of the original annexation and the other lots. The Planning Commission will review the maps March 11.

In other business:

n The Planning Commission set a timeline for two developments. With most conditions and plans completed by developer Paul Flood, plans for The Meadow residential subdivision should go before the Planning Commission for zoning and final plat approval March 11, and to the Town Board for final approval April 1.

n The Planning Commission also set a timeline for the Williams Annexation at Yampa Valley Regional Airport, which will be for a rental carwash and maintenance facility. A public hearing for the annexation is set for the March 4 Town Board meeting. If approved, it will go back to the Planning Commission for final plat approval recommendation March 11, and Town Board on March 18 for final approval.
